Department of Information Resources

The Department of Information Resources (DIR) provides statewide leadership and oversight for management of government information and communications technology. Since its creation in 1989, when the Texas Legislature enacted Chapter 2054, Texas Government Code (the Information Resources Management Act DIR has served in a leadership role to facilitate the state’s economic competitiveness through its ability to deliver quality information resources commodities and services at the lowest prices and best value for state and local government as well as the K–12 public and higher education systems.

Interlocal Purchasing System

The Interlocal Purchasing System (TIPS/TAPS) is sponsored by the Region VIII Education Service Center (ESC8) located at 2230 North Edwards, Mt. Pleasant, Texas and is governed by the Region 8 ESC Board of Directors. The Interlocal
Purchasing System is available for use by all public and private schools, colleges, universities, cities, counties, and other government entities.


BuyBoard The Local Government Purchasing Cooperative was created to increase the purchasing power of government entities and to simplify their purchasing by using a customized electronic purchasing system.

Multi Regional Purchasing Cooperative

The Multi Regional Purchasing Cooperative is a collaboration of the Education Service Centers of Regions 9, 11, 14 and 15.

Goodbuy Purchasing Cooperative

The Goodbuy Purchasing Cooperative was created in 1992 to offer its membership a unique and beneficial opportunity to purchase goods and services from contracts that meet State Competitive Bidding Requirements, thus saving them valuable time and resources.

E&I Cooperative Services

E&I Cooperative Services is the not-for-profit buying cooperative established by members of NAEP in 1934 to provide lower costs for higher education. E&I lowers the purchase price of goods and services by aggregating the purchasing power of member institutions and streamlines the supply chain process for our members and business partners – reducing time, complexity and total acquisition costs.
